CNN —Chinese leader Xi Jinping on Tuesday unexpectedly skipped a business forum of the BRICS economic group in South Africa, sending his commerce minister instead to deliver a fiery speech in his name that decried US hegemony. Xi, who arrived in Johannesburg on Monday for the annual BRICS summit of major emerging economies, was scheduled to deliver a speech at its business forum on Tuesday afternoon alongside leaders from India, Brazil and South Africa. Xi was the only BRICS leader who did not attend the business forum. Having postponed a February trip after a suspected Chinese spy balloon flew over U.S. airspace, Blinken is the highest-ranking U.S. government official to visit China since President Joe Biden took office in January 2021. The two made small talk as they walked in, Qin asking Blinken in English about his long trip from Washington. After heading into a meeting room, neither Blinken nor Qin made comments in front of reporters who were briefly allowed in. During his stay through Monday, Blinken is also expected to meet with China's top diplomat Wang Yi and possibly President Xi Jinping. Xi Jinping is scheduled to visit Russia next week to meet with Russian leader Vladimir Putin. This marks the first time that Xi will be traveling to Russia since the start of the Ukraine war. Xi's visit would mark the first time China's leader will visit Russia since Moscow launched its war on Ukraine in February 2022. Xi and Putin will discuss "deepening Russian-Chinese cooperation" between their nations, the Kremlin said in a Friday statement. Ahead of the announcement, Chinese Foreign Minister Qin Gang called his Ukrainian counterpart, Dmytro Kuleba, on Thursday evening.
In its first comments since Russia's attack on Ukraine, China's foreign ministry sidestepped questions on whether it viewed Russia's actions as an invasion. It also stressed that trade with Russia will continue as normal. When a Reuters reporter asked if China would ask Russia to withdraw from Ukraine, Hua said, "We call on all relevant parties concerned to exercise restraint." Hua also said the US had been "hyping up war for some time," a transcript of the press event released by China's foreign ministry shows. Hua said trade between China and Russia would continue as normal.
